
1. Maritime Air Quality
Improvement Plan (MAQIP)
The Port, in collaboration with community
representatives, environmental organizations, the Bay Area Air Quality
District, and trade and logistics companies, has completed the analytical
and information-gathering phase of its maritime air quality improvement
plan. The Port is preparing the draft MAQIP document for presentation
and review by the public and the MAQIP task force. In advance of
formal adoption of the MAQIP, the Board of Port Commissioners unanimously
adopted a Maritime Air Quality Policy Statement on Tuesday, March 18, 2008,
which sets a 85% health risk reduction goal related to diesel particulate
emissions from seaport operations by 2020, adopts user fees to fund
environmental and infrastructure projects, and implements “Early Actions”
related to port trucks.

2. Streamline the
environmental activities at the Port of Oakland
The Port created its new Division of
Environmental Programs and Planning to focus not only on core environmental
protection functions, such as mitigating environmental impacts (as in the
past), but on serving in the proactive role of identifying, facilitating,
disseminating and assisting in the adoption of “best practice” technologies
that improve the environmental performance of logistics operations at the
Port. Among the first steps in this task is preparation of the
Maritime Air Quality Improvement Plan (MAQIP) due to be completed in late
Spring 2008, and adoption of the Maritime Air Quality Policy Statement by
the Board of Port Commissioners on Tuesday, March 18, 2008. The Port
approach involves and engages community and business stakeholders in all
phases of the formation of its environmental plans, programs and strategies.

3. Establish a Port
Innovation Industry Advisory Group.
Convene a group of area companies who are
involved in developing and implementing the latest logistics technologies
that improve air quality and create other efficiencies in goods movement.
This group will serve in an advisory capacity to Port staff.

4. Foster “pilot” projects
and companies implementing new technologies
Support the growth of companies generating
environmental technologies in trade and logistics and assist in the adoption
of those technologies such as: (1) The biodiesel pilot project launched by
BlueSky Biodiesel and AB Tucking has been a success. Cluster now needs
to assist by expanding the network of trucks and logistics companies using
biodiesel; (2) the initial pilot using the Wittmar Cold Ironing system of
LNG mobile generators to reduce emissions from ocean carriers while they are
at Port has been successful. Discussions between parent company Clean
Air Logix, the Port, PG&E and other ocean carriers to implement this
technology more broadly are underway.
