Enhance the efficiency of maritime port operations

Implement a Comprehensive Truck Management Program

 

In July 2007, the Port launched an initiative to create a comprehensive plan that addresses the movement of trucks to, from and within the Port Area in order to address the complex issues related to port truck drayage activities.  Port staff is now preparing a draft plan based on past meetings and position papers from various stakeholder groups and will present and discuss the plan with the groups to solicit feedback.  The plan is meant to address customer service issues, productivity, port security & safety, public health, neighborhood impact, and financial impact.  A draft plan is expected Spring 2008.

Elements of the Truck Management  Program include:

 

Deploy truck and cargo tracking programs.  Outfit trucks doing business at the Port with Global Positions Systems (GPS), radio frequency identification (RFID) or other technology to monitor and meter truck flow and thus inform the design of the Comprehensive Truck Management Plan.  The cargo tracking program allows a variety of users (logistics firms, truckers, public agencies) to track cargo more effectively.  It is meant to allow truckers to streamline their dispatching processes and to inform the local community of truck movement in the area.  The program’s partners are ramping up for full implementation.

Establish a Chassis Pool at the Port of Oakland.  Organize a Chassis Pool between terminal operators and other trucking parties to make pool of specialized chasses available as needed.

 

Champions: American President Lines; Devine Intermodal.

 

Create a Staging Yard (or Virtual Container Yard) at the Port of Oakland where terminal operators would bring containers to a staging yard (real and/or virtual) giving truckers better access to identify and inspect boxes as well as to improve the “street turns” and manage boxes (empty containers can be swapped between users outside the terminals, reducing terminal transactions).
